2025 is an uncertain year for the IT consulting industry. ย 

Consulting firms of all sizes depend upon federal contracts. As recently as October 2024, experts predicted that federal spending on IT consultants would reach $76.8 billion this year. Instead, weโ€™ve seen 9,500 job terminations and 75,000 buyouts since February. The Departments of Interior, Energy, and Health and Human Services are among the most impacted. ย 

What do we make of this uncertainty, and how should businesses adjust to survive โ€“ and thrive โ€“ in 2025?

Finding New Consulting Opportunities

Fortunately, the news isnโ€™t all bad. Business Insider suggests that the Trump presidency may be a boon to the consulting industry. If Trump cuts corporate tax rates like he plans, then corporations will have more money to hire outside expertise. Some companies are already hiring consultants to help them adjust to changing markets. ย 

While federal budgets tighten, new opportunities are emerging elsewhere.ย  Based on research and our experience in the industry, here are three strategies we recommend for IT consulting in 2025. ย 

Strategy #1 โ€“ Take Advantage of Private Sector Opportunities

The pendulum always swings between government and private sector growth. Sometimes there are more government contracts, and sometimes there are more private sector initiatives. Right now, the pendulum is swinging towards the private sector โ€“ especially the tech sector.ย ย 

Amidst unprecedented federal budget cuts, Trump announced a $500 billion private sector investment in artificial intelligence. AI is simply too important an innovation to ignore. ย 

Consultants who understand AI and can deploy it effectively have a clear advantage here. Even if your firm does not specialize in AI, think about where AI may overlap with your services. How can you use automation to deliver your expertise more effectively? Take stock of your consultantsโ€™ AI skills and invest in training to upskill your team.

Strategy #2 โ€“ Target Federal Priorities

Budget cuts havenโ€™t hit all sectors equally. Pay attention as agencies decide what to keep and what to cut. If your sector is in danger, consider targeting a protected one instead.ย ย 

For example, the Pentagon plans to cut 8% of its budget, but will continue to fund 17 priority areas. These include nuclear modernization, autonomous systems, cybersecurity, and private sector medical care. All these priorities will require some level of IT support.ย 

Every federal department will need to set its own priorities this year.ย Consultants who can pivot towards these protected areas will continue to earn government contracts. ย 

Strategy #3 โ€“ Branch into State and Local Contracts

The government isnโ€™t limited to Washington. State and local governments hire consultants, too.ย ย 

A Deloitte consultant recently told Business Insider: โ€œThe prediction for more state government contracts comes across some of the policy ideas we’ve heard from the Trump administration; if there’s certain federal social services that change or end, states have a lot of work to do to implement those changes but also address gaps it creates for the respective citizens of the state.โ€ย ย 

In other words, when the feds step back, the states step up. For smaller governments, hiring consultants is the quickest and easiest way to find the expertise they need. If your firm hasnโ€™t already expanded into state and local government contracts, now is a good time to consider it.ย ย

Flexibility has always been one of the consulting industryโ€™s greatest advantages. Presidents come and go and technologies change, but consultants still find work. ย
